Tear-Off or Overlay: Does Your Old Roof Have to Come Off?
Usually, the code answers that before we do. Ohio and Pennsylvania both have guides for when an old roof covering has to come off, and we’ll let you know if anything applies during your estimate.
Ohio Administrative Code 4101:8-9-01, Section 908.3 defines a roof replacement as stripping the old layers down to the deck. Section 908.3.1.1 says you can’t do a recover, which is the code term for going over the top, in three cases:
- Your roof already has two or more layers of any kind of roofing on it
- The old roof is water soaked, or too far gone to hold new roofing
- The old roof is slate, clay, cement, or asbestos-cement tile
Pennsylvania runs the same rules through its Uniform Construction Code, which follows the International Residential Code and its Section R908 re-roofing requirements.

Scheduling and permits – You have been provided a start date at the time you signed your contract and kept abreast of any changes that may occur. We do everything humanly possible to stay on schedule but weather and unforeseen variables can move us up or behind. Prior to our start date, we’ve checked with your municipality regarding permit requirements. We install year-round, Cleveland and Pittsburgh winters included.

Your job start date arrives – materials, dumpsters and portable toilet for the crew have arrived and we begin work. We’re all yours until the job is completed
- Cleanup and walkthrough – When we leave for the day during installation, we organize our materials and equipment before leaving. Upon completion of the project, we do a final and thorough cleanup by running magnetic sweeps through your yard to pick up any metal scraps, nails, etc. and do a final walk around with you to make sure you’re happy with your roof and the cleanup.

Can you install a metal roof over my existing shingles?
Sometimes we can install a roof over shingles, but the code decides that, not us. Ohio and Pennsylvania both say no if your roof already has two or more layers, if the old roof is water soaked or falling apart, or if it’s slate, clay, cement, or asbestos-cement tile.
Do I need a repair or a full metal roof replacement?

Can you install in winter?
Yes. We install year-round in both markets. Snow is one of the reasons people here go metal in the first place, because metal sheds it instead of holding it. That’s also why we put snow blocks or snow bars over doorways, walkways, and driveways.
Will I need new gutters?
When you have your roof replaced, it’s a great time go have gutters replaced if your gutters have seen better days. Usually, replacing tired gutters during the roof replacement costs less than having us come back for it later.
Is my new roof under warranty?
